Tim Schuurman is Associate Deputy Minister, Office of Tax, Benefits and Local Finance at the Ontario Ministry of Finance. The Office develops the policy and legislative framework for Ontario’s taxation and benefits systems, administers Ontario tax statutes provides the operational supports to maintain the integrity of Ontario’s tax system, revenue programs and a number of Provincial benefit programs, and manages the Province’s fiscal relationship with municipalities. 

Prior to his appointment as Associate Deputy Minister in fall 2019, Tim was the Assistant Deputy Minister of the Office of the Budget. In this role, he was responsible for leading fiscal and budgetary policy for the Province, including tracking and monitoring fiscal performance, as well as coordinating public reporting on Ontario’s fiscal plan. Tim also provided senior executive leadership to the Ministry’s federal-provincial fiscal relations, the Ministry’s strategic policy development, and coordinated the overall decision-making processes for the annual Provincial budget and mid-year fiscal and economic update.

Over a 23-year public service career, Tim has participated in the development of more than 20 budgets at both the federal and provincial levels. Prior to joining the Ontario Public Service in 2004, Tim was a senior economist with the federal Department of Finance, where he provided strategic analysis and policy development in the areas of personal income tax and federal-provincial relations. He holds an Honours B.A. in Economics from McMaster University in Hamilton, Ontario, and an M.A. in Public Administration from Carleton University in Ottawa, Ontario.
