Toronto, ON January 12, 2026 – The Reporting & Assurance Standards Oversight Council is pleased to announce the appointment of Andrew Newman, FCPA, FCA, as the next Chair of the Public Sector Accounting Board (PSAB), effective April 1, 2026.
Andrew succeeds Clyde MacLellan, FCPA, FCA, whose term as PSAB Chair concludes on March 31, 2026. During his tenure, Clyde led the Board through a period of significant transformation, including the approval of the new Conceptual Framework and Reporting Model, renewed engagement with governments and Indigenous communities, and steady progress on the Board’s international strategy.
Andrew is a widely respected public sector leader, with more than 30 years of experience in public sector financial reporting, assurance, governance, and standard setting. He previously served on PSAB from 2008 to 2020, including two terms as Vice-Chair, and was the inaugural Chair of the Public Sector Accounting Discussion Group from 2014 to 2020.

Andrew recently retired as a Partner at KPMG Canada, where he spent three decades advising governments, Crown corporations, Indigenous organizations, universities, hospitals, and not-for-profit entities across Canada. His time with KPMG saw him directly serve more than 100 national organizations, from across the fabric of Canadian society.

His appointment comes at an important time for PSAB, as governments and public sector organizations continue to navigate evolving financial reporting needs, complex program structures, and increasing expectations for transparency and accountability. His leadership will support the Board in delivering its current strategic plan and shaping the next one.
