What competence and capabilities are needed for an EER assurance engagement?

EER reporting may be diverse in both format and the matters being reported on, and the information may be qualitative or quantitative.

The frameworks and criteria used to measure or evaluate the underlying subject matter(s) may be in the early stages of development. The governance, processes, and internal control systems related to preparing EER reports are often less developed than they are for financial reporting.

All these factors influence the appropriate assurance competence and subject matter competence that may be needed to perform the assurance engagement.

Chapter 1, “Applying Appropriate Competence and Capabilities,” provides guidance on assigning your engagement team with the competence and capabilities that may be needed to perform the EER assurance engagement. This includes:

  • assurance competence – competence in assurance skills and techniques; and
  • subject matter competence – competence in the underlying subject matter of the engagement and in its measurement or evaluation.
