BACKGROUND

The Accounting Standards Board (AcSB) is participating in the International Accounting Standards Board’s (IASB) project to develop a single source of principle-based guidance to improve the accounting for leases.

Under current lease accounting, financial statements do not recognize lessee rights and obligations for operating leases, resulting in many leases structured to be operating leases.  This off-balance sheet accounting does not provide the information that users need and, as a result, users adjust the financial statements to reflect an estimated lease liability and related asset.

The objective of the project is to develop an approach for lessee and lessor accounting that will provide a more faithful representation of leasing transactions and provide more complete information for users.

The IASB and the Financial Accounting Standards Board (FASB) are carrying out the project jointly.

The AcSB’s due process includes ensuring that Canadian entities’ financial reporting needs are considered by the IASB and issuing the AcSB’s own exposure draft on each IASB proposal.  Subject to the responses to the AcSB’s exposure draft on whether the IASB’s proposals are appropriate for application in Canada, the AcSB expects that the amendments will be incorporated into Canadian GAAP in accordance with the AcSB’s strategy of adopting IFRSs for publicly accountable enterprises.

PROJECT NEWS

Final Standard – Leases
January 19, 2016.  The IASB has issued IFRS 16 Leases, which requires lessees to recognize all leases on the balance sheet.  IFRS 16 is effective for annual periods beginning on or after January 1, 2019 with earlier application permitted for companies that also apply IFRS 15 Revenue from Contracts with Customers.

Leases Survey – Impact of the Upcoming New IFRS
July 29, 2015. Entities with financial covenants in loan agreements are asked to provide input on the impact that the new IFRS on leases will have on their financial statements. Responses are due by September 30, 2015.

AcSB Response – Leases
On September 13, 2013, the AcSB submitted a comment letter to the IASB’s Exposure Draft issued in May 2013.  The letter supports the right‐of‐use model for leases and the recognition of assets and liabilities related to leases in financial statements.  The letter expresses several conceptual and practical concerns with the proposal for two categories of leases.  However, the letter recognizes that different stakeholders have different views about the economics of leases and, therefore, accepts that the IASB may need to proceed with a dual classification model in order to finalize an IFRS that recognizes assets and liabilities relating to leases. August 8, 2013. The AcSB has issued an Exposure Draft that corresponds to the IASB’s Exposure Draft on this topic. Canadian stakeholders are encouraged to submit their comments, on the form provided, by September 13, 2013.

May 22, 2013. The IASB has issued a revised Exposure Draft of a proposed standard on leases. Canadian stakeholders are encouraged to submit their comments to the IASB by September 13, 2013.

Roundtable Discussion – Leases
July 5, 2012. IASB member, Darrel Scott, met with AcSB staff and various Canadian lessees and lessors to discuss the current proposals in the Leases project.

AcSB Response – Leases
On December 22, 2010, the AcSB submitted a comment letter responding to the Exposure Draft issued jointly by the IASB and FASB. The letter supports recognizing all assets and liabilities arising from leases in the statement of financial position. However, the letter disagrees with many of the specific proposals on applying this approach to lease accounting. The letter recommends that the Boards undertake a thorough reconsideration of the proposals and not rush to finalize the proposals by June 30, 2011. July 17, 2009.  The AcSB staff submitted a comment letter responding to the Discussion Paper issued jointly by the IASB and FASB.  The letter supports the proposals in the Discussion Paper, which address the common criticisms of the existing accounting model for lessees.  However, the letter expresses concern that lessor accounting was not addressed in the proposals and recommends that the Boards address it prior to the publication of an Exposure Draft of a revised standard on leases.
